CC&Rs are recorded against the property and bind all owners, even those unaware of them. They establish rules (pet restrictions, business use prohibitions, aesthetic standards) and HOA authority. CC&Rs can be very restrictive or relatively permissive. Violations can result in fines, liens, or forced compliance.
